North Carolina HOPSCOTCH Raleigh, Sept. 9-11. On paper this promising new festival reads like a mini South by Southwest, but with a more determined local bent (easy enough when you’ve got a base as venerable as the Raleigh-Durham-Chapel Hill triangle).
